On December 30, 2009, members of the Tehrik-e-Taliban Pakistan terrorist group, or TTP, ​launched a suicide bombing attack against American citizens working with local authorities at an outpost in Khost, Afghanistan. Seven U.S. citizens were killed in the blast, along with a citizen of Jordan.

The strike marked an escalation of cross-border attacks launched by the Pakistan-based TTP in a campaign aimed at forcing the withdrawal of troops from the Pakistan-Afghanistan border region.

The TTP's second in command is Wali Ur Rehman, and as such has taken part in a number of acts of violence against Pakistani, Afghan and foreign citizens. These attacks are often coordinated with other insurgent or terrorist groups and have resulted in many deaths

Born in South Waziristan, Rehman is approximately 40 years old, roughly 5 feet, 9 inches tall, with olive complexion, black hair, brown eyes, and a full beard and mustache.

For his role in the December 30 attack and conspiring to murder U.S. citizens abroad, the U.S. Rewards for Justice program is offering a reward of up to five million dollars for information leading to Rehman's arrest or prosecution. The U.S. guarantees that the identity of all informants will be kept strictly confidential. If appropriate, the U.S. is prepared to protect informants by relocating them with their immediate family members.
