A Canadian citizen who was born in Tunisia, Jdey was born in 1965, stands 183 centimeters tall, weighs approximately 95 kilograms, and has brown hair and brown eyes. He has a scar on his forehead, and is also known as Farouq Al-Tunisi, Abd Al-Rauf Bin Al-Habib Bin Yousef Al-Jiddi, and A. Raouf Jdey.

Jdey immigrated to Canada in 1991 and studied biology at the University of Montreal. He went to Afghanistan in 1999 and received combat training and experience there with the former Taliban government. He authored a suicide letter stating his intention to become a martyr for jihad and also appeared in a well-known martyrdom video that was later found in the house of a leader of the al-Qaida terrorist group in 2001.

He returned to Canada in 2001 and consorted with extremists there on methods of joining the jihad. He left Canada, but authorities are concerned that he may attempt to return there or to the U.S. to plan or take part in a terrorist attack.
