A native of Kuwait, he is 31 years old, has black hair cut short, a short black beard and thin mustache and dark eyes. He operates out of Iran under an apparent agreement with

the government there as part of its support for international terrorism.
Al-Qaida elements in Iran, led by al-Fadhli and his deputy, Adel Radi Saqr al-Wahabi al-Harbi, are working to move fighters and money through Turkey to support al-Qaida-affiliated elements in Syria, now torn by civil war. He is also an important fundraiser, raising money among jihadists in his native Kuwait for al-Qaida operations in Syria. Some of this money is believed to be for moving operatives from Pakistan through Iran and Turkey to locations in Europe, North Africa and Syria to gain influence in those areas.
The Rewards for Justice Program is offering a reward of up to seven million dollars for information leading to Muhsin al-Fadhli’s location. He is also wanted by Saudi and Kuwaiti authorities in connection with terrorism-related charges.
The U.S. guarantees that all credible reports will be investigated and the identity of all informants will be kept confidential. If appropriate, the U.S. is prepared to protect informants by relocating them.
