A Palestinian by birth, Shallah is 53 years old, stands 185 centimeters, or 6 feet one inch tall, weighs approximately 102 kilograms, or 225 pounds, and has a light complexion, black hair and brown eyes. He speaks Arabic and English, and is also known as Rashad, Mahmoud, Radwan and al-Shaer.
Shallah was a founding members of the PIJ, and since 1995 he has been the secretary general and a leader of the group, which is based in Damascus, Syria. As such, he has been involved in a pattern of racketeering activities such as extortion and money laundering to support the PIJ's campaign of bombings and killings. For these and other acts he was indicted on 53 counts of terrorism or terrorism related activities, in a U.S. federal court in Florida in 2003.
The Rewards for Justice Program is offering a reward of up to $5 million for information leading to Shallah's arrest or prosecution.
The U.S. guarantees that all reports will be investigated and the identity of all informants will be kept confidential. If appropriate, the U.S. is prepared to protect informants by relocating them.
