The United States government is offering a reward of up to $5 million for certain information that leads to the disruption of financial mechanisms of individuals and entities who support the Democratic People’s Republic of Korea, or North Korea.
The DPRK has been engaging with individuals and entities to bypass global sanctions and fund its nuclear weapon development program. Their activities include weapon exports, money laundering, narcotics smuggling, and the purchase of raw materials, technology and fuel for use in the buildup of weapons of mass destruction and ballistic missiles.
In addition to funding its weapons programs, North Korea’s efforts to bypass sanctions extends to the growth of personal wealth. The U.S. government’s reward offer is also for information the disrupts the financial activity of any individuals or entities who export luxury items, such as automobiles, designer clothing, jewelry, perfume, or other similar items to North Korea. These items are likely destined for only regime elites. North Korea’s import and export of precious metals, such as gold, titanium ore, vanadium ore, copper, silver, nickel, zinc, or rare earth minerals is also in violation of UN sanctions.
Also of concern are North Korea’s serious human rights abuses. These actions range from censorship to operating political prison camps and forced labor camps. According to a 2014 UN report, an estimated 80,000-120,000 North Koreans were being detained in political prison camps.
The U.S. government is also interested in information on North Korea’s illegal cyber activity. North Korea is responsible for various online activities, including the use of ransomware and malware. North Korean hackers also have intruded into public and private networks around the world with the intent of stealing information and digital currency.
