The United States government is seeking information on Haitian gang that is notorious for unequivocal disregard of human dignity. Viv Ansanm has been directly involved in the mass murder and collective rape of Haitian civilians as well as violence against American citizens in Haiti.

The U.S. State Department Rewards for Justice (RFJ) program is offering a reward of up to $3 million and possible relocation for information leading to the disruption of the financial mechanisms of Viv Ansanm, which has been designated as a Foreign Terrorist Organization (FTO).

Formed in September 2023, Viv Ansanm is an alliance established by the union of Haiti’s two main gang factions operating in Port-au-Prince, G-9 and G-Pép. In addition to the nation’s capital, Viv Ansanm conducts its violent activities throughout Haiti’s Artibonite, Centre, and Ouest departments.

Viv Ansanm members are responsible for an ongoing campaign of violence, including against the government of Haiti, police stations, prisons, and the nation’s main airport in Port-au-Prince. This organized terror has, among other political aims, forced the April 2024 resignation of Haiti’s then-Prime Minister Ariel Henry.

The gang maintains operational strength and resilience through forced recruitment, including of children. Its main revenue comes from systematic extortion and kidnappings for ransom.

RFJ is offering a reward for information leading to the disruption of the revenue sources and key financial facilitation mechanisms of Viv Ansanm to include:

• Businesses, bank accounts, or investments owned or controlled by Viv Ansanm or their financiers

• Financial contributions to these terrorist groups by donors and financial facilitators

• Significant transactions by financial institutions and exchange houses benefiting either of these groups

• Front companies tied to these groups or engaged in financial transactions on their behalf

• Criminal schemes, such as kidnap for ransom, involving Viv Ansanm members and supporters who are financially benefiting the organization

• Transfers of funds, arms, ammunition, and drones by or to these groups and their operatives
